Why are officials able to resign leadership positions and still stay employed with the same entity?

Been seeing this many times the last few weeks. A chief of police "resigns" their position but will still be employed in a different role. The SWAT team "resigns" but are still employed. A crowd control team "resigns" but are still employed. Guess that is a perk of having a strong police union, just demote yourself and keep building that golden parachute retirement.

They are not law enforcement, they are not protecting law, they are extrajudicial enforcement. How did we get here?

Unions need more support, not the police unions though.

The Atlanta Chief is moving to a city position that hopefully suits her better. Atlanta has made a lot of good changes but clearly there is an awful lot to do. They need someone who can get the overhaul done faster.

I see this the same as an NFL couch leaving one team and working for another.

And agreed. In this climate there is the longer term need for actual change plus the public image of a fresh face determined to get it done.

Changes already in process will take on new energy... hopefully.

Not the chief, but swat and crowd control, patrol division, K-9 you bid into them and get better or worse hours or more or less pay, but you are not forced into them and not forced to stay. Some like K-9 has a minimum time in due to training and training a replacement.

I thought you were talking about Dr. Acton (who resigned as the head of the Department of Health, but is remaining employed as DeWine's chief health advisor).

As to recent police resignations, you may well have a point. But more generally, there are lots of reasons to resign a leadership position but remain employed. Alone, it is not necessarily sinister. In Acton's situation her resignation was most likely the result of threats of violence + working close to 24 hours a day nonstop. DeWine kept her becuase they work well together, and he values her advice.

Allow jurisdictions to show something being done . Mayors want to demonstrate they are acting swiftly and decisively or else demands for their resignation will begin.

It is a political move.
