A Minneapolis police dispatcher was so alarmed by real-time footage of George Floyds violent arrest that she flagged the situation to her supervisor, telling him over the phone, I dont know you can call me a snitch if you want.
I dont know if they had to use force or not, but they got something out of the back of the squad, and all of them sat on this man, the unidentified 911 dispatcher said in a recording of the call released Monday by the city of Minneapolis.
The dispatcher, who has not been identified, watched Floyds death as it was happening in footage from a squad-car cameraand was so alarmed by how the officers responded she immediately reached out, telling the supervisor that the take-down looked a little different.

The supervisor, who has also yet to be identified, told the dispatcher that they havent said anything yet, minimizing the now-infamous incident by stating it was just a takedown, which doesnt count but promising to find out.

OP
The fact that they said "You can call me a snitch" demonstrates the culture of that department

so it's not just the culture among the rank and file. They're being instructed by their bosses to cover up crimes committed by police officers. This is part of the "training" they receive.
The dispatcher knew she was more likely to get into trouble than the officers who were killing Mr. Floyd. Just imagine how much awful stuff the dispatchers see, and keep their mouths shut because it won't do any good to speak up.

Snitches get stitches is a fairly well known saying in many communities. It is an awful thing for any group to embrace for exactly this reason. People learn they can do anything with impunity.
