Before I read the article, I thought "Lebanon County? Wingnut heaven Lebanon County embarrassed the Repu gov?" The article says the reason they can't go to next phase of opening is that they defied earlier restrictions and got too many cases to be able to go forward now. Lebanon County is one of the 4 counties (out of 66 counties in PA) that voted for Goldwater in 1964. Apparently nothing has changed.
