Was he joking about reducing testing, yes or no. Either way it's a lose/lose situation Democrats should pounce on this right now.

The virus is kicking trumps ass now and he is making himself look even more stupid every day he tweets or talks in public about it. All while thousands get stricken and die from his failed policies devastating our economy because he refused to do anything when he had the chance and was told. Joking about such a failure from a president will not be forgotten in Nov. . Those Republicans that enable this nightmare to continue I think will have consequences they'll soon regret.

He has stolen PPE and test supplies to make sure that states would be vulnerable. He has spewed disinformation to convince MAGATS that testing just contributes to the COVID "hoax."

We should pound tRump for his lack of leadership throughout this pandemic and support legislation that will set standards for national testing, tracing, data collection and safety measures.
This piecemeal bullshit of relying on Trump and the states is a dangerous game and this probably will not be our last pandemic rodeo.

So he either rejects the premise or accepts it, perhaps implicitly.
If he does try to explain it, that is implicit acceptance of the premise. His explanation will fail.
If he says "I was joking but I won't explain it", then ALL his surrogates can be asked to explain it. And all his supporters from the lowest to the richest can be asked to explain it. They can't. They will be reminded of his incompetency.
