A mediocre manager that surrounds themselves with great people will win.

A great manager that surrounds themselves with mediocre people will lose.

A loser manager that surrounds themselves with loser people will destroy our country.

He doesn't like Biden, but will vote for him. He thinks Biden is too old for the job.

I think Biden's experience will be a big help and he will absolutely bring in experienced people to fix everything Dump fucked up.

As someone who was a manager/director of professionals; what you say is mostly true, but highly talented subordinates will take internal transfers to move from a mediocre to a star manager.
I've seen it happen many times.
Department turnover is high enough to stand out.
So, mediocre managers are successful only for a few years. Then, they become another person that works there.

A manager, by definition, is someone who manages people, projects, and resources. A manager who is capable of getting talented people to produce quality products consistently over time is a good manager. A manager who is afraid of hiring people that will outshine him (or worse, takes credit for their work while giving them none) will see people leave. Steve Jobs was not a terribly nice person, but he was very good at bringing out the best in the people that worked for him.
