Basically, tRump's travel bans were late and not very effective. His Europe ban was useless by the time he imposed it.

Places that shut down early and imposed travel restrictions were largely spared.

Big outbreaks were caused by individuals who travelled.

If New York had shut down one week earlier, many lives would have been spared.

But tRump was working hard to make people feel there was no problem and it would just "go away".
