What is the next step in the evil mask plot?

Here is as much as I can figure out.

1. Get people to wear masks
2. ?
3. Global domination

Their cult leaders just have to shout something and they will first believe it, second be willing to die for it and third try to justify it.

It would take an insane genius to realize that having easy verifiable elections would be the path to an elite few ruling everything! Add in living wages and affordable health care for all and suddenly it all makes sense how the world will be easily taken over.
