It is an expression of what he wishes he could do, what he would do or wishes others would do if he thought he/they could get away with it.

These people (rightwingers) speak their wishes through their predictions of what their enemies/opponents are going to do if they get power. Alex Jones, many televangelists and wannabe televangelists with low-view YouTube channels, now Scott Adams...

It is very tiresome and boring. But not NOT dangerous.
