I paraphrase slightly, but he said that black people had been promised 40 acres and a mule, and they were gonna ride that donkey til they all got their share. It was so good, I laughed til I cried. Anyway about the high speed rail, I loved that he was thinking about mass transportation, and high speed rail just makes sense. He was the only one discussing it at that point of the candidates.
