produces and refuses to ban per the Ottawa Treaty (https://en.wikipedia.org/wiki/Ottawa_Treaty).

I also don't think it's the same kid. The kid they have in the link (i have to find it by googling) was born without legs. The boy in the photo looks like he lost legs to some traumatic incident. I also don't think the boy in the photo is in US (based on surroundings).
