...you copy/paste the tweet URL.

If you click on the timestamp in the tweet I embedded in my reply, it will take you the video on Joe Biden's twitter page. Click the little arrow icon at the bottom, right next to the heart icon, you'll see a drop-down menu where you can choose "Copy Link"
