When there's a surge in death numbers of schoolchildren will parents sue Trump and DeVos

directly or do they sue the state or school district?

A lot of school age survivors will have permanent damage to lungs, brains, heart, so who will be liable for their ongoing healthcare needs?

for a number of reasons, not the least of which is the difficulty of proving by a preponderance of the evidence that the child got the virus at school and not somewhere else in the community. Also, Trump and DeVos can't decide whether or when public schools open.

He has no control over whether the schools open, or when, or how. He also can't defund them because funding is the function of Congress. Also, school districts are funded almost entirely by local property taxes and state money - only about 8% ever comes from federal funds.
