Because of large scale irrigation use on the US side it was expected that the runoff would have increased salinization so a desalination plant was built so that the Colorado River would be returned to its appropriate level before crossing into Mexico.

However improvements in irrigation techniques made the plant stand unused for years although it might have been used more .recently
