Dear Convention Delegate,

Congratulations on being elected to serve as a delegate to the 2020 Democratic National Convention! You play a vital role in our convention that will formally nominate the next president and vice president of the United States. Delegates to the national convention represent the values that unite our party and reflect the extraordinary diversity of America.

As you know, the Democratic National Convention Committee (DNCC) recently announced that the convention will be anchored in Milwaukee and that programming will include both live broadcasts and curated content from Milwaukee and other satellite cities, locations and landmarks across the country. After consulting with public health officials about the COVID-19 pandemic, the DNCC concluded that state delegations should not plan to travel to Milwaukee and official convention business will be conducted remotely.

Given the pandemic, the DNCC has developed a voting system that will allow convention delegates to safely and securely cast ballots for all required votes. Each delegate will be sent an individualized ballot with unique identifiers via email. As you know, the Office of the Secretary at the Democratic National Committee is working to certify each delegate, which includes gathering the delegate’s best contact information, including email and phone number.

Voting on convention business will begin on August 3 and will end on August 15.

During the voting period, each certified delegate will receive a ballot and directions for completing and returning the ballot electronically. For security, the ballot design will tie each ballot to the individual to whom it is sent through individualized and serial identifiers. Ballots will be electronically fillable so a delegate will not need access to a printer. Once completed, delegates will electronically submit their ballots to their State Democratic Party.

The DNCC Tech team will work with each State Party to establish a secure system to receive the ballots from their state’s delegates. The State Parties will be responsible for collecting all ballots from convention delegates as they would if we were conducting votes in person at the convention. At the conclusion of voting, each state delegation chair will submit a tally sheet to the Secretary’s Office that formally records the number of votes cast on each item of convention business.

If a delegate has technical issues or does not have internet access, alternate methods of voting are available. For states electing convention delegates after the voting has begun, the DNCC Tech team will work with the State Party to determine the best way to distribute and collect ballots and votes.
