Under the dye. Old, white hair is more porous. Colours and dyes tend to look garish if not carefully managed, they also make your hair dull and dead looking. (I'm happily white with a full head of healthy hair.)

Maybe, just maybe he lets a barber (not a cosmetologist but male) cut it once every three months. But other than that, he colors and styles it himself. He's cheap. He's vain. He's got a scar-tissue bald patch where that doctor botched his scalp-reduction. He doesn't want anybody near his head but him or maybe Melania and some old barber, maybe.

My opinion (ex-professional) the puffiness on the left, at the back of his head is... new.
