Trump wanted the trashing of Fauci to continue and he got Navarro to do it. Navarro, being an idiot, carried out the order, but it didn't play well at all. So Trump says nice things about Fauci and claims Navarro's hit piece was unauthorized, which is bullshit. He just didn't want to take the flak, as usual.

It's Trump's standard operating procedure: he gets shit out there and then retracts it in some way. He already knows that there will be push back and he is in fact counting on it. That way he can feed his vile base and try to fool or placate the mainstream by disavowing the shit.
