manufacturers moved on to LEDs to meet the new energy requirements and they aren't going to spend millions of dollars retooling again just to "go back" to making incandescent light bulbs. it would be like lifting the ban on lead based paints and expecting manufacturers to start making it again. wouldn't happen. they've moved on.

there are still being made and for sale but it isn't like production has been "ramped up" and it isn't going to be.
