Lowest: Red counties in Blue states = sparsely populated areas with strong state government response
2nd Lowest: Blue counties in Blue states = densely populated areas with strong state government response
2nd highest: Red counties in Red states = sparsely populated areas with weak state government response
Highest: Blue counties in Red states = densely populated areas with weak state government response
