I was wondering ... can't the Governor of Oregon call up the Oregon National Guard?
After all, it's part of his job to protect Oregon citizens from outside threats - and this is a threat.

4. Technically, though, the Governors control the NG in their states.

The federal government can nationalize the individual states' National Guard, but that has to be done individually in each state. There are restrictions on federal nationalization of Guard units, though.
