1. The government is funded through 9/30.

If you are asking, can Democrats engineer a government shutdown on 10/1? The answer is yes, though it would not be particularly smart.

There was talk months and months ago about shutting down the DOJ budget.

I hope you get an answer. If it's possible, I thoroughly support it. We have to do something.

3. The House holds the purse strings in that all revenue bills must technically originate in the House.

Even this can be gotten around by the Senate stripping out all the text from a previously passed and perhaps unrelated House bill, and replacing it with their own.

The House has no ability to change current funding without a bill passing both chambers and then signed by the president.
