They continue playing with words cause "capacity" without throughput is useless.

A hospital can have capacity for 1234234 beds but if they only have 12 nurses that's useless

Because the only thing that registers in his tortured brain is Being Number One. The fact that the USA happens to be Number One in cases and deaths never registers. We’re #1 at something, which means HE is #1.
