It never had anything to do with Federal law enforcement agencies. Law enforcement is their reason for existence.

(18,498 posts)Then they are brought in as a separate service under the Department of the Navy. All other times they are considered a law enforcement agency. Currently the CG is under DHS, not DoD.
Edit> to be clear, yes they are a military branch under Title 10, but Title 14 assigns them to DHS. Only during the World Wars have they been transferred to Navy authority.
This arrangement has led to strange circumstances. The Navy will often have a Coast Guard officer on board when operating near the US. The Navy is not allowed to arrest drug traffickers but the CG can.
If a Navy ship encounters a boat smuggling drugs, command is turned over to the CG officer making is a CG ship. Junior CG officers have therefore been in command of Aegis class cruisers, ships much larger than anything the CG has, at least temporarily.

(94,363 posts)Posse Comitatus only applied to use of the military. Federal law enforcement have always been able to make arrests on Federal property or for commission of Federal crimes.
