I'd say it was permanently shelved during the Johnson Administration with the introduction of the Civil Rights Act and the Voting Act.

Perhaps under your terms, the REPUBLICAN Party should be banished as it appears to have adopted not only the former SOUTHERN Democratic Party platform, but that of the DIXIECRAT Party, led by that lovable racist, Strom Thurmond.
