The masks are there to conceal identity as much as for any other reason. Faceless, nameless, violent men in the service of a police state.

they lie about the real reason they are there. It isn't to arrest undocumented immigrants, protect the fed buildings.

The Pig is clear about why they are there in his propaganda dispatches. Newspeak "Democrat cities", chaos, statues, blah, blah.
