A referendum was authorized by a combined session of the Plurinational Legislative Assembly on 26 September 2015, by a vote of 112 to 41. On 21 February 2016 the referendum was held on a constitutional amendment to allow presidents to serve three consecutive terms, which would have allowed Morales to run for a fourth term (third under the new constitution). The proposed constitutional amendment narrowly lost.

Being forced out of office wasn't a coup, it was a fulfillment of the Bolivian Constitution.

He manipulated the votes so that a second round of voting in 2019 was not necessary.
