Having built a couple of solid fences in my day, they need a support footing beneath the actual wall the anchor the structure to the bedrock for strength. As tall as that monstrosity is, the footing would have been very deeply embedded.

Was the wall even permitted? Maybe they skipped local building codes for the construction so they cut the costs of installing any footing below grade. That appears quite likely since the wall couldn't even withstand desert winds.

It happened in June 2020 in Demings, New Mexico. Apparently, a freak storm occurred while constructing the fence. That is why the hard hat guys are there. The fence had not been secured yet.
