That is what Frank Figluzzi has suggested would be the case, yesterday I think it was.

He speculated that the judge made that statement about standing for a reason. The state does not have standing as the offenders are not acting against the state per se, but protesters would have standing as they are the ones the offenders are taking action against. So the more of that sort of suit would be a good thing.

I didn't understand a lot until I had to take a few law classes in college. I had a weak layman's understanding before that but a lot was made clear, including language, after that. I still couldn't pass a bar exam, never intended to, but I can at least find comfort when I look up some legal thing and find out what it actually says.
