Because it is a real thing. It is when riot police take pot shots with pepper balls and munitions to provoke anger in the crowd. Tempers flare and then, riot cops use that to rain hell down upon previously peaceful crowds. Riot police create riots, and is absolutely going to be worse at protests against police brutality and injustice.
