1. Don't understand why he's doing this, it's fucking insane.

It will cut the numbers in TX, FL, GA, AZ, CA significantly and they will lose seats which on the whole will decrease representation from red states much more than blue states. Is he too stupid to realize that and is just so driven by hate of CA?
