Bush has aged but a lot of it is that we're not used to seeing him in public. He's led a very private life since leaving office 12 years ago, only showing up for events like this. Because of this, seeing him older is more jarring because we're used to what he looked like while splashed across our TVs in the 2000s.

This wasn't the case with, say, Bill because he's been far more public so his aging was done right in front of us - we saw it happen almost in real time so it became familiar.
