Everything would be Hillary's fault ( "Thanks, Hillary!" ) and everybody would be happy. Americans love to blame everything on Democrats. Voters are conditioned (since Reagan) to hate government as the enemy. If Democrats were in charge during the pandemic, it would be a simple case of diabolical evil like Benghazi or emails that everyone would bite into like a dog and never let go. But when Republicans are in charge it freaks people out and they get confused.
