In Michigan, the signature on the return envelope of the ballot has to match the signature on record.

5. That seems like it would be extremely difficult to do on a large scale.

First, they would need to obtain copies of the ballots, which are different for each Congressional district. Then they would have to create exact duplicates of those ballots and the return envelopes, and print them up on the same type of paper that the real ballots use, so the vote-counting machines would not detect them. They would also need to have the names and signatures of registered voters, and get someone to fill out the ballots and forge the signatures convincingly.

Even if they managed to do all that, the scheme would be discovered when the actual voters sent in their ballots or showed up to vote in person.

I think there are easier ways to steal an election.
