Second screen allows you to mark yourself as having tested positive. Third screen lets you notify VDH if you test positive or if you get an exposure notification.
Yes it highly reliant on people using it and self reporting.
Random ID assigned to each phone that changes every few minutes. Using Bluetooth the phones talk to each other if they are within a certain distance.

I dont know if VDH has this on their website but a map of hotspots would help.
The Weather Channel app does have info by your county on it. I was surprised how many were in our county - I think the retirement home that was so hard hit early on is here which might explain some of it.
I know a lot of people will convince themselves its a tracking app or personal info.
