What Trump is proposing would be unconstitutional. But it’s only unconstitutional in practice if someone objects and files suit to stop him. Whoever files suit is going to be demagogued as being against the American people no matter how correct they are.

Under various situation, in which a pandemic is included, Presidents often are granted powers to spend monies in way not originally legislated. Congress has the power of the purse, but if Trump has the money (well, the Treasury) they may be able to spend the money anyway they want. The question will become, what won't get the money originally budgeted?

ahead by filing a law suit to make those checks bounce, claiming trump doesn't have the authority? I don't think so.

The Payroll tax cut doesn't mean much if it is just deferred, other than some companies will likely go bust anyway and never be able to pay the SS Trust Fund.
