supporters who want to vote for him? It's very confusing to me, a person who is at least somewhat informed, so what is the average low information voter thinking about?

Same process. Hillary's delegates were declared.

Bernie has more votes in Vermont but the delegate said "Our next President Joe Biden" right in front of Bernie. It's a formality and a states pride moment in the convention.
