Moscow under Putin became trumped up some murder charges against the opposition leader who had been elected governer this spring, installing a party "good cop fixer" in charge to smooth over the economic mess the previous crony had made of that region.
A region where the primary source of jobs are in mineral extraction, lumber, oil, and exploitation of indigenous Peoples; very few "Russians" there as Putin identifies Russian to be.

There were riots there just a month ago. Haven't heard if there are still riots.

I wouldn't doubt that some of that was involved in the decision to take out any of Putin's vocal opponents.
