What Bannon was caught doing was not in the service of helping Donald Trump. Also, Trump holds grudges forever, and he may still be angry that Bannon was on magazine covers due to the perception he was the "brains" behind Trump.

The "Stones" are usually Trump conspirators who are caught doing something to help Trump.

On the other hand, he might pardon Bannon just because Trump is in some phase where he really loves to demonstrate his power for the sheer thrill of it, and to assault our common sense and understanding of right and wrong.
