Some Mail Is Delayed Five to Six Days in NYC, Postal Workers Union Says
By Clodagh McGowan New York City
PUBLISHED 5:36 PM ET Aug. 13, 2020
Like most businesses, the Astoria Bookshop closed its doors to customers when the pandemic erupted. That's when the Postal Service became a lifeline, allowing owner Lexi Beach to sell books online.
But she's noticed problems recently: deliveries to her store with postmarks that are two weeks old, and books mailed to customers in Queens ending up in other states before being delivered back in New York.

Employees at California postal facilities provide a glimpse of the chaos amid both the pandemic and widespread cuts imposed by the USPS. (Eduardo Contreras / San Diego Union- Tribune)
Six weeks ago, U.S. Postal Service workers in the high desert town of Tehachapi, Calif., began to notice crates of mail sitting in the post office in the early morning that should have been shipped out for delivery the night before.
At a mail processing facility in Santa Clarita in July, workers discovered that their automated sorting machines had been disabled and padlocked.
And inside a massive mail-sorting facility in South Los Angeles, workers fell so far behind processing packages that by early August, gnats and rodents were swarming around containers of rotted fruit and meat, and baby chicks were dead inside their boxes.

He asserted in testimony before the Congressional Progressive Caucus that Mnuchin "continued contacts" with Republican appointees "issuing orders and expressing his approval and disappointment with their performance."
https://www.politico.com/news/2020/08/20/democrats-louis-dejoy-postal-service-399489
Williams said Treasury Secretary Steven Mnuchin was leading the attempts to politicize the agency, and Mnuchin insisted all Republican appointees "come to his office and kiss the ring and receive his blessing." Williams alleged Mnuchin wanted to confirm a wide swath of agreements within the USPS, as terms for receiving the line of credit.
"Clearly the president was determined that the Postal Service should inflict harm on Amazon," Williams said at the hearing.

Chairman, USPS Board of Governors Robert M. Duncan
Robert M. Duncan was appointed to the Postal Service Board of Governors by President Donald Trump and was confirmed by the Senate in August 2018. The Senate confirmed Duncan for a second term in December 2019. His current term expires on December 8, 2025. Duncan was re-elected as Chairman of the Board of Governors in November 2019.
His federal government service began in 1989 with an appointment to the Presidents Commission on Executive Exchange. Duncan was also assistant director of the White House Office of Public Liaison under President George H.W. Bush. Duncan served as a member of the Board of Directors of the Tennessee Valley Authority from 2006 to 2011 and as the Boards Chairman from 2009 to 2010. In 2017, he was named the 17th Chairman of the Presidents Commission on White House Fellowships.
Outside of government service, he served as Chairman of the Republican National Committee from 2007 to 2009. The Postal Service scandal doesn't belong only to Donald Trump. Mitch McConnell played a big role
https://www.dailykos.com/stories/2020/8/15/1969548/-Every-single-member-of-the-Postal-Service-board-was-appointed-by-Trump-thanks-to-Mitch-McConnell
As it turns out, since 1970, members of the board of governors have served in staggered 9-year terms. The idea is to have a board whose membership is spread across multiple administrations and which owes allegiance to no particular White House. That should mean that about half those currently seated on the board are left over from Obamas term in office, with others appointed by Trump. But thats not what happened. In 2015, Obama re-nominated most of the existing board members for a second term, including those members appointed under Bush. Those six members should all still be on the board. None of them are.
Thats because McConnell did what he did so oftenblocked those nominations. By the time Trump stepped in, the number of remaining Bush- and Obama-appointed board members was exactly zero. Then, as with federal judges, McConnell abruptly got out of the way. That means that every single current member of the United States Postal Service board of governors was appointed by Donald Trump. That board then officially ousted lifelong Postal Service employee Megan Brennan, and replaced her with Republican fundraiser Louis DeJoy.

(25,959 posts)Mnuchin Paved Way for Postal Service Shake-Up
https://www.nytimes.com/2020/08/22/business/economy/dejoy-postmaster-general-trump-mnuchin.html
Mr. Mnuchin had made clear before the meeting that he wanted the governors to find someone who would push through the kind of cost-cutting and price increases that President Trump had publicly called for and that Treasury had recommended in a December 2018 report as a way to stem years of multibillion-dollar losses. [snip]
Since 1970, the Postal Service had been an independent agency, walled off from political influence. The postmaster general is not appointed by the president and is not a cabinet member. Instead, the postal chief is picked by a board of governors, with seats reserved for members of both parties, who are nominated by the president and confirmed by the Senate for seven-year terms.
Now, not only was the Trump administration, through Mr. Mnuchin, involving itself in the process for selecting the next postmaster general, but the two Democratic governors who were then serving on the board were not invited to the Treasury meeting. Since the meeting did not include a quorum of board members, it was not subject to sunshine laws that apply to official board meetings and there is no formal Postal Service record or minutes of what was discussed.
Article also goes into detail about trump's "issues" with Amazon and Bezos.

(25,959 posts)DeJoy's letter to the 46 states calling delivery of ballots into question is feeding that. Mail is being delivered late, hurting businesses, veterans, and others needed prescriptions. Points out that USPS delivers almost everywhere with no mandate to make a profit. Also points out how USPS is hobbled by the 75 year prefunding of health benefits and pensions, which is widely disapproved by postal workers, board of governors, and bipartisan members of Congress. Free business advice: the bill to change that and free up billions is on McConnell's desk, tells DeJoy to call McConnell and ask him to pass it.
DeJoy has no problem with the pre-funding mandate. He supports it.
DeJoy is "working on" making changes to his future business plan for the USPS. DeJoy claims USPS should be self-sustaining, Rouda points out that eliminating the pre-funding would accomplish that. [obviously, duhjoy.]
