So, at least some departments already have tasers. But they also have a whole lot of other weaponry and they like to play with it.

They need to have all kinds of crap taken away from them.

Raysean White, a 22-year-old who filmed the video, told NBC that he heard women arguing across the street from his apartment. Then, the man later identified as Blake arrived in a truck. White later saw police “wrestling” with Blake, and then started to record after he saw an officer tase Blake.

Like any pistol, if the shooter is shaky when shooting, the darts can go off in an angle and either miss, hit the target sideways and bounce or get stuck in a shirt fold or in thick clothing. I suspect in the Kenosha shooting, the officer shooting the taser didn't have the taser steady and the darts either hit sideways or missed altogether.
The dart needs to connect with skin to work properly.
Disclaimer - I got hit with a taser inadvertently back in the 1980's when security forces first started using them during a training class; didn't drop me to the ground but certainly hurt like hell and made me drop everything for a moment or two due to muscle spasms - like touching one end of a medium-sized capacitor or crossing a car battery lead while your elbow is grounded to the frame.
