accessible only by repug Secretaries of State and repug voting officials don't need to be connected to the internet to be hacked. Software can certainly be design to switch votes. Remember, voting is not what counts, it's who counts the votes.

That is definitely a problem, if so. They should not be.
As it's commonly used, 'hacking' is something that occurs over the internet, but there are in fact different ways a machine could be 'hacked' by individuals that have access to the machine, and/or the company that makes them/issues the firmware and/or software updates.
