What is the $300 Billion MF keeps referring to? Is that the SS fund?

In his speech? today 45 kept jabbering on about how he could send out relief checks and COVID relief with the 300 Billion. Only Congress has to approve this. He said that he wanted to do with asking Congress, but was said he couldn't do that. What 300 Billion? Where is this money coming from? Or is it a number he just pulled out of his ask?
