It must have been 15 or more years ago. It was a great hit here at the time.

3. If a similar ad was done in the U.S.,

it would probably cause a lot of blank looks and head scratches. Most Americans aren't proficient enough in another language to get the joke. Maybe an ad could be done in Spanish in some parts of the country and be understood.
