... since the ballots are sent by every individual county Board of Elections. The federal government doesn't print or distribute the ballots, nor do they count them when they're returned.

This is puzzling, don't you think?

Absolutely no way 80 million ballots were send out. Most states haven't even started sending absentee ballots yet.

and sent out to just about everybody. No official state elections commission will be counting them but people might be fooled into using them. That's what I think he's ratting himself out about.

When he started screeching about universal mail-in ballots, it hit me that he and vladdy have a plan to send some kind of fake ballots to voters in the hope they will use those instead of the state authorized ballots for mail-in voting. He plans to muddy the water so to speak. People just need to make sure that they are not fooled by them.

Some states have full mail-in voting, and more are moving to it. If the whole state is mail-in, then all the ballots are sent without anyone 'requesting' them, apart from being registered voters.

It's just not really a problem ... but the Cult45 wants its people to think there's a problem.

We have an AG who is elected separately and, in our case, a repugnican, who is happily filing lawsuits against everybody and everything election related from claiming his the D candidate is unqualified to objecting to Gov. Bullock's declaration that voting will be done by mail which means polls will be open in some counties so the bullies can show up and harangue people who are trying to vote as well as try to get poll workers to catch the virus. And he's running for some office again.

If there isn't a problem, they will do their best to create one or more.

ETA: About a thrid of the state votes by mail in the first place and all we have to do is check a little box when we register to vote. The Dems will request that you confirm that is still your preference every couple years. If you voted in the last election, it's automatic unless you change your mind. If you mess up your ballot you can get another if you turn in the spoiled one, even if you go to the polls on election day to do so. And you can bring your ballot to a polling place or the county registrar on election day.

Unless, of course, you were criminally-minded? Then you would think of ways to stop your opponent (enemy), by hook or crook. You might suppress the vote. Make voters apprehensive about voting. Hire door-to-door workers to harvest the absentee ballots that were sent out but had not been returned. Help the voters vote the way you want them to vote. etc.etc.

requests for absentee ballots will be sent to anyone who voted in one of the last three elections. Not ballots, requests for ballots, that have to be mailed back in order to receive a ballot. That is the law here.

I believe a few other states (NV I think is one) are moving to 100% mail-in for this election.

In these cases ... what IQ45 is saying is technically true. Except for the part where they've already been sent. Oh, and the count.

It's just not actually a problem/anything nefarious. Oregon has been doing it for 20 years.
