...if 51% wanted to totally degrade the other 49%, that would still be democracy. "Democracy" does not automatically equal "good".
Of course, a democratic government that does help raise the dignity of all citizens is a much better thing to strive for. At least part of that concept is covered by the establishment of a constitutional democracy which holds some human rights to be sacrosanct, and more important than the mere will of the majority.
