He will never hold another elected office...pardon or no.

His best future is a partner in some lobbying firm as payment for services rendered during his 50-60 day tenure at POTUS.

A President can pardon anyone for anything at any time (federal crimes only). Now Trump's ego will never let him resign so Pence can pardon him so it is a bit moot.
