Start jumbling up too many things, and people's eyes glaze over. Save the Trump administration feckless inability to plan beyond the next news cycle for another time. There's lots of examples, and the "didn't want to start a panic" nonsense is campaign gold. Viz:

Trump didn't want to panic the country over a very real threat. Instead, he panicked the country over non-existent threats like Black Lives Matter demonstrations and low income housing sited in the white suburbs.
