NY Gov. Andrew Cuomo had his daily COVID briefing updating NYers back in March and no one panicked
He kept calm and informative. Set out guidelines and let people know where the hard hit areas are. People stayed home and the curve was flattened and remained relatively good even now. Informing the public about COVID doesn't get people in a panic. Same thing happened literally around the world with other countries.
The one exception is Trump and he wanted to lie about COVID.

5. Actually, one person was in a panic and it was Trump
He saw the good polls and news coverage for Cuomo's leadership and he tried to upstage Cuomo by doing his own COVID briefing. Unfortunately, like all things Trump touches, he ruined it by telling people to inject bleach and use sunlight on your organs.

4. Amazing, wasn't it?
Gov. Cuomo treated his constituents like adults, made sure good information was made available, and didn't start a bunch of petty squabbles over mask-wearing or maintaining social distance. New York got hammered by the virus (mostly thanks to the Trump administration's feckless leadership), but it would have been much worse if Cuomo had emulated Trump.
