dirt catapults and launching nets

Could a small portable catapult be used to throw dirt on a climate fire?
Could cops use launched nets to apprehend folks and not tasers or bullets?
Just trying to think outside of the box since the box seems to be on fire.

Save the nets for unarmed black guys getting into cars, or refusing to get into cars.

3. The net seems a good idea. Cops need workable, non-lethal weapons...

since tasers don't always work, and many cops rely too much on shooting people with their gun in situations where they themselves have escalated it into a physical confrontation.
