He keeps invoking this idea, so I hope the Ds are preparing for the scenario of him making this claim on Election Day.

It's totally false, of course, that a result "should be known Election Day." The results of an election are know within each state when that state certifies the results. Many allow for mail-in ballots to be counted up to a certain time after election day.
