for the Federal Programs Branch. David joined the Branch from the White House Counsel’s Office, where he served as Associate Counsel and Special Assistant to the President. In that office, David worked extensively with the Department of Justice, inttorney Genecluding on significant litigation matters. Before joining the White House in early 2017, David was in private practice, where he focused on trial and appellate court litigation. David clerked on the U.S. Court of Appeals for the Fifth Circuit for then-Chief Judge Edith H. Jones and on the U.S. Supreme Court for Justice Clarence Thomas. He graduated from Yale Law School.
